The 15-Month HDB Wait-Out Is Gone: What Does It Mean for Your Next Move?
Private property owners (PPOs) no longer have to wait 15 months before buying a HDB resale flat, as of 28 July 2026. Here's to who benefits, and the rules that still apply to loans, deadlines and grants. Why it matters: Selling your condo and buying a resale flat no longer means renting in between.
As you may have heard by now, the government has removed the 15-month wait-out period for private property owners buying non-subsidised HDB resale flats. The change was announced on 28 July and took effect immediately. It's yet another shift in Singapore's housing policy.
The Crunch
• 0 months: the wait-out period, previously 15 months, is gone from 28 July 2026 for non-subsidised HDB resale flats bought with cash or a bank loan
• 6 months: the time you have to dispose of your private property after completing the HDB purchase
• 20%: the ABSD payable for a Singapore Citizen if you miss that deadline
• 30 months: the wait-out that still applies if you use an HDB loan, or buy a subsidised flat, a resale flat with grants, or an EC from a developer
Introduced in September 2022 as a temporary cooling measure, the old rule required anyone who sold a private home to wait 15 months before buying an HDB resale flat. Unless you were a senior aged 55 or above downsizing to a 4-room or smaller flat, you were essentially stuck renting or squeezing in with family.
Now, following several quarters of price moderation in the HDB resale market, the measure has been removed. The HDB Resale Price Index fell 0.1% in 1Q2026 and a further 0.3% in 2Q2026. Private property owners (PPOs) of any age can now buy an HDB resale flat of any size after selling their private home, with no wait.
But before you rush to list your condo, there are a few pieces of fine print worth knowing!
The Fine Print: It's Not a Total Free-for-All
While the wait-out window is gone, HDB has kept several guardrails in place.
- No HDB Loans: The removal applies only if you're paying in cash or financing with a bank loan. If you take an HDB Concessionary Loan, the 30-month wait-out period still applies.
- The 6-Month Disposal Rule: You can buy your HDB resale flat first, but you must dispose of your private property (both local and overseas) within 6 months of completing the purchase. Miss the deadline and the ABSD remission granted upfront becomes payable in full, which is 20% for a Singapore Citizen.
- The 30-Month Wait-Out Stays: If you want a subsidised flat or state-backed financing, this change doesn't apply to you. Anyone who has sold a private home and wants a new flat from HDB, an Executive Condominium (EC) directly from a developer, or a resale flat with housing grants must still serve the 30-month wait-out period.
Who Benefits Most?
• Condo-to-HDB homeowners: If you want to right-size into a spacious 5-room or jumbo resale flat to free up cash or clear debts, you can now make the move without renting in between.
• Sellers of large HDB flats: If you own a 5-room, Executive or Jumbo flat, your pool of potential buyers may have just grown. Until now, the only exemption covered seniors moving to 4-room or smaller flats, so larger resale flats were largely off-limits to private owners. A fresh group of cash-rich buyers could now be in the market.
🍞 The Toast Verdict
Removing the 15-month wait-out gives private property owners a much simpler path from condo to HDB resale flat, as long as you use cash or a bank loan and skip CPF housing grants. It's the clearest route in nearly four years. Just plan around the 6-month deadline to sell your private property, because missing it can be costly.
